Mr. President,

 

Let me join other speakers in conveying our sincere condolences to the families of terrorism victims, as well as to the Government of Turkey and wish speedy recovery to those who have suffered injuries.

 

At the outset, let me thank the High Commissioner for an important update and reiterate our appreciation for the work of the Monitoring Mission in Ukraine. I would also like to welcome DFM of Ukraine and thank him for today’s presentation.

 

Georgia remains deeply concerned with the findings contained in the 16th Report, which reiterates the need of restoration of Ukraine’s full control over parts of its border with Russia, the withdrawal of foreign fighters and all heavy weaponry. In this context, we underscore Russia’s responsibility and call on Moscow to comply with its commitments under the Minsk Agreements. Despite repeated requests, the UN Monitoring Mission was not provided full and unhindered access. Clearly the denial of access to certain areas, which remain beyond the effective control of the Government of Ukraine, raises concerns that individuals on the ground may be subject to torture and other cruel, inhuman or degrading treatment or punishment.

 

The situation in occupied Crimea continues to cause grave concern. The present and future of local population living under Russian occupation is at stake as they continue to suffer from discrimination and grave violations of their basic human rights and fundamental freedoms. All these violations are widely documented by the reports of the High Commissioner’s Office.

 

Georgia reiterates the need of full, unhindered and immediate access of the OHCHR to the whole territory of Ukraine, including Crimea and in this regard we call for an immediate implementation of the relevant recommendations contained in the last Report.

 

We also highlight recent UNGA third committee resolution on the “Situation of human rights in the Autonomous Republic of Crimea and the city of Sevastopol (Ukraine)” which calls upon Russia as an occupying power to bring an immediate end to all the abuses against local residents and to ensure proper and unimpeded access to the peninsula. Tasking the High Commissioner to prepare a thematic report on human rights in Crimea is also important tool of getting firsthand information about the situation on the ground.

 

In conclusion, let me reiterate Georgia’s full support to Ukraine’s independence, sovereignty and territorial integrity within its internationally recognized borders.
