Mr. President,

Georgia aligns itself with the EU statement. 

At the outset, I would like to thank High Commissioner for his powerful statement, reflecting major challenges, which surround the promotion and protection of human rights, and efforts to tackle them.

Distinguished colleagues,

Recent cowardly terrorist attacks reminded us of the brutal truth – we are far from defeating terrorism as such. International community must be resolute in fighting terrorism.

Yesterday High Commissioner also spoke about the importance of dedicated cooperation with the Special Procedures Mandate Holders. We join HC in expressing concerns by a number of incidents of threats and insults directed against Special Procedures mandate-holders.

Regarding mandate holders, despite of all our efforts, Georgia’s standing invitation and high number of visits, two integral parts of my country, namely occupied Abkhazia and Tskhinvali regions, remain inaccessible not only for the mandate holders, but for the whole human rights machinery as well.

It is of an utmost importance that High Commissioner continues addressing the issue of unhindered access of human rights mechanisms. We thank High Commissioner for his dedicated efforts in tackling this problem.

Just recently, in accordance with the HRC resolution 34/13 on “Cooperation with Georgia”, the High Commissioner’s Office requested from those in control of both occupied regions of Georgia to access therein, in order to assess the situation on the ground. Time and again, the request was blatantly denied. 

In this context the role of the international community is critical when addressing situations where governments cannot exercise their sovereign rights due to foreign military occupation. In such situations, international human rights and humanitarian law should operate without any impediment in order to provide at least a minimum level of protection to all in need.

It is imperative that unhindered access is provided to the relevant international organizations, including UN actors, so they can carry out their activities without further delay.

We count on your persistence to persuade those in control to allow the relevant actors to observe and objectively report the human rights situation on the ground.

In conclusion, High Commissioner, we look forward for your oral update on the developments in the occupied regions of Georgia in accordance with the resolution 34/13, which is going to take place on 21st of June.
