This statement is delivered on behalf of the Member States of Organization for Democracy and Economic Development (GUAM), namely the Republic of Azerbaijan, Georgia, the Republic of Moldova and Ukraine.

 

Distinguished colleagues,

 

This year GUAM celebrates its 20th Anniversary and we are proud to state that throughout its existence, the Organization has transformed into a consistent and solid regional framework with developed mechanisms of cooperation embracing wide spectrum of activities in political, economic, cultural, humanitarian, as well as security spheres.

 

GUAM Member States remain committed to the promotion and protection of all human rights, civil, political, economic, social and cultural rights, which are interdependent and mutually reinforcing.  

 

Having said that, let me underline that all Member States also share common problems and challenges stemming from the blatant violation of their territorial integrity and sovereignty. The ongoing conflicts in the GUAM area continue to endanger peace and security, and have adverse implications on the development in the Member States and impact on the full enjoyment of human rights of the affected persons.

 

All of the above also undermines the right of GUAM Member States to economic and democratic development. The report of the Secretary-General and the United Nations High Commissioner for Human Rights on the promotion and realization of the right to development contained in A/HRC/36/23, identifies armed conflict as one of the main causes of violation of the right to development: “Conflict and war entail massive violations of human rights, in contravention of the right to development”.

 

The GUAM Member States strongly believe that the peaceful resolution of the conflicts in the GUAM area exclusively on the basis of the universally recognized norms and principles of the international law, namely respect for the sovereignty, territorial integrity and inviolability of the internationally recognized borders of States, will contribute to safeguarding sustainable peace and security in the region.

 

We urge the international community – in particular the UN High Commissioner for Human Rights and Human Rights Council - to be vocal in restoring the violated rights of millions of IDPs and refugees in the GUAM area, including the right to safe and dignified return to their places of residence.
