Thank you Chair,

It is great opportunity and honor for me to deliver information on the Innovation and Startup Ecosystem Development in Georgia.

The government of Georgia has developed inclusive growth agenda, defined in the Government’s socio-economic Development Strategy 2020 (SDS), which foresees the need to strengthen human capital, improve private sector competitiveness and productivity through a focus on Micro, Small and Medium-sized Enterprizes (MSMEs), startups, increase access to finance and strengthen the investment climate.

The Government is keen to enhance the capacity, services, and infrastructure for Georgia in order to develop itself as an innovative, knowledge-based economy, while reducing the perception among individuals’ and businesses’ of the risks associated with innovation. For this purpose, the Government of Georgia is taking steps necessary to unlock key legal, regulatory and institutional constraints for private sectoral growth and innovation; to provide infrastructure and services to facilitate growth of innovative enterprises and to strengthen skills to ensure that workers are globally competitive.

To that end, the Government established Georgia’s Innovation and Technology Agency (GITA) under the Ministry of Economy and Sustainable Development in 2014 as a main coordinator and mediator in the process of building innovation ecosystem in the country. GITA’s main aim is to support Research and development (R&D), and its commercialization; facilitate infrastructure for innovation (incubators, accelerators, Techparks, etc.); promote innovation among enterprises; support startup ecosystem; penetration of internet and broadband use of ICT in businesses, as well among households.

Now I will draw your attention to the particular developments in Georgia’s innovation and startup ecosystem:

 

Start Up Georgia - Government of Georgia is running the Flagship project Start Up Georgia. The program is initiated by the Prime Minister of Georgia and is run by GITA and Partnership Fund, whereas GITA is focusing on high-technology, globally scalable projects. GITA has partnered with the experts from Silicon Valley, who have selected and mentored the high-potential startups. The main fields, where the startups are aiming to develop innovations are Fintech, AI, VR, EduTech, HealthTech. The startup projects are oriented on developing the products on global markets.

l  Georgia is having favourable business and investment environment for International ICT companies and startups to enter Georgian market. Georgia has FTA’s with 1/3 of the world, cheap utility costs and high-skilled labour force. According to Doing Business 2018, Georgia is ranking among top 10 countries.

The infrastructure for innovation is also rapidly developing. In 2006 were opened 2 Technological Parks in Tbilisi and in Zugdidi, which are operating with the one-stop-shop principle, providing access to fabrication laboratory, high tech equipment for prototyping, access to business incubation and technical consultancy, as well access to knowledge, training and workshops. I strongly encourage you to visit the place.

l  In 2016 Government of Georgia initiated one of the biggest project in the region “Internetization and Broadband Development of Georgia - “Broadband for All”, through which the whole country will be covered with the high speed fiber optic internet connection, providing the infrastructure, digital literacy and e-commerce opportunities to MSMEs and households in the region. Through the project, Georgia will become one of the leading Network Ready Country, not only in the region, but also among the Eastern Partnership countries.

l  Considering the Government incentives (Free Virtual Zone) for IT industry, the Cheap utility costs and high-skilled labour force, Georgia is aiming to make its ambitious plan to transform the country as a regional hub for IT.
